Luz para Todos Program

Thanks to the Luz para Todos Program, about 16 million people now have access to electricity in Brazil.​

 

Electricity is fundamental for improving the quality of life and for the socioeconomic development of communities. Through the ​Luz para Todos Program​, electricity reaches the portion of the Brazilian population that does not yet have access to this essential public service.

History

In accordance with data collected by Census 2000 of the Brazilian Institute of Geography and Statistics (IBGE), there were in Brazil more than 2 million rural residences without access to electric power, which represented more than 10 million Brazilian citizens not serviced by this public service. Aggravating even more this situation of exclusion, it was estimated that approximately 90% of these families had an income less than three minimum wages, living mainly in places of low Human Development Index (HDI).

 

Beyond the great number of domiciles to be serviced, the lesser population density of the rural areas where they were situated would demand the installation of a great quantity of equipments and materials. This would demand a bigger effort of the concessionaires and licensees of distribution of electric power and the cooperatives of rural electrification, with investments only possible in the long term and with significant impact in the tax paid by consumers.

 

Therefore, the federal government developed a program of rural electrification to intensify the service rhythm, anticipating the universalization of electric power service, and mitigate the fee impact of these works, with allocation of subsidized and financed resources. Thus, on November 11, 2003, the National Program of Universalization of Access and Use of Electric Power (Luz para Todos Program​) was established by Decree No. 4,873.

 

The necessary resources to the development of the Luz para Todos Program​ come from the federal government by way of subvention through the Energy Development Account (CDE), and by way of financing through the Global Reserve of Reversion (RGR) or Caixa Econômica Federal bank, in addition to resources from the state governments involved and executor agents.

 

Initially, the service to domiciles identified by IBGE up to the year 2008 was provided for. However, during the execution of the program, the involved agents have identified a bigger number of families not serviced with electric power, living in distant areas. This fact lead to changes in theLuz para Todos Program, with the publication of Decrees no. 6,442, as of 04/25/2008, no. 7,324, as of 10/05/2010, no. 7,520, as of 07/08/2011, no. 7,656, as of 12/23/2011, and no. 8,387, as of 12/30/2014, which resulted in the extension of the program up to 2018 and the magnification of its objectives.

 

At the end of 2013, the Rural Electrification Program​ completed 10 years and reached 15 million people benefited. In this same year, then the general-secretary of ONU, Ban Ki-moon, praised the conquests of the program and affirmed that the Brazilian initiative is an example to be followed by other nations.​​

Performance of Eletrobras

The Luz para Todos Program​​ is co-ordinated by the Ministry of Mines and Energy, operated by our company, and its executor agents are the concessionaires and licensees of electric power distribution and rural electrification cooperatives.

 

In the position of operator of the Luz para Todos Program​, we are responsible for:

 
  • Making available to executor agents of the Luz para Todos Program​​ a credit line for execution of works with the fund resources of the Global Reserve of Reversion (RGR) and the Energy Development Account (CDE), managed by our company; 

  • Making the technical-budgetary analysis of the Work Programs; 

  • Entering into contracts of financing and concession of subvention;

  • Managing the execution of these contracts, releasing the financial resources and the evidence of their application.

 

Analysis and hiring ​

To draw up formal contracts, firstly we make the technical-budgetary analysis of a Work Program, supported by the Ministry of Mines and Energy, interacting with the executor agent up to a compatible condition with the foreseen resources is obtained.

 

The Work Program, presented by executor agent, contains the quantification of the number of consumers to be served and the detailing of necessary materials, equipments and services, with the respective costs.

 

After the analysis of the Work Program is complete and the favorable opinion of the Ministry of Mines and Energy is obtained, we process the partition of the physical targets and their respective budgets, so that the legal instruments provided for the Rural Electrification Program​ can be formalized:

 
  • Contract between the executor agent and our company which contemplates the resources related to CDE, RGR and the counterpart of the executor agent, beyond the rules that will guide the application and release of these resources;​

  • If there is the state participation, a legal instrument executed between the executor agent and the state government that establishes the resources and the form as they will be allocated;

  • If there is the participation of Caixa Econômica Federal bank, a legal instrument executed between it and the executor agent, which establishes the resources related to the financing of the counterpart of the executor agent and its conditions of application and release.

 

Contract management

With the objective to facilitate the management of contracts and the monitoring of the execution of the Work Programs, we develop a computer tool called Sistema de Gerenciamento de Projetos do Programa de Eletrificação Rural​ (System of Management of Projects of the Luz para Todos Program - LPT System). In it, the data is registered by the executor agents on the works finished physically of each one of the contracts executed with our company.

 

The proof of the proper use of resources is made through physical inspections and financial supervisions. In the physical inspections, our professionals visit the works and verify the veracity of the physical information registered by the executor agent in LPT System. In the financial supervisions, the verification of documents, data collection, and confirmation of the financial information directed to our company are made.

 

At the end of the contract, the process of credit termination is made, which is based on confrontation between the physical and financial achievements of the contract.​

Results and Goals​

Beyond supplying the population that does not yet have access to electricity with this basic public service that is fundamental for the improvement of the life quality of the communities, the Luz para Todos Program offers solutions for its use as a vector of social and economic development:

 
  • It contributes to poverty reduction and the increase in the family income; 

  • It facilitates the integration to the public services and the social programs of the federal government; 

  • It allows the improvement of the water supply, basic sanitation, health and education, strengthening the capital stock of the communities; 

  • It makes possible the acquisition of electric appliances and rural electric equipments by the families; 

  • It generates jobs (in the Luz para Todos Program, the priority is given to the use of local workmanship and purchase of national materials and equipments);

  • It favors the permanence of the people in rural areas, with the improvement of the life quality.​​

Serving in Distant Areas​

During the execution of the Luz para Todos Program​​, several situations were identified where the localities to be served were far from the existing nets of distribution of electric power, with difficult access, low population density and environmental conditions that made the construction of conventional nets impracticable.

 

These technical and environmental difficulties led to the analysis of other forms of supplying, as the use of decentralized generation and renewable power sources compatible with the local reality, and the construction of small stretches of distribution nets (mini-nets), when it is necessary.

 

Thus, by means of Ordinance no. 60, as of February 12, 2009, the Ministry of Mines and Energy, and later, pursuant to Decree no. 8,493, as of June 15, 2015, the conditions for supplying in distant areas in the scope of the Rural Electrification Program, in complementation to the Work Programs that predominantly use conventional nets of distribution.

 

Foreseeing the use of resources of Energy Development Account (CDE), in the form of economic subvention, the supply to population in distant areas in the scope of the Rural Electrification Program​ prioritizes the use of renewable energy sources, with the use of systems of decentralized generation through individual systems of generation with intermittent sources (SIGFI) and isolated mini-system of generation and distribution of electric power (MIGDI).

 

In the search for solutions to supply in distant areas, we performed several studies in the scope of International Technical Cooperation Projects.​​​

Complementary Actions

For universalization of electric power service and sustainable and integrated development of rural communities, we carry out actions in contribution to the Luz para Todos Program​.​


International Technical Cooperation Projects

We support distributors of electric power on serving distant areas of the country through ​International Technical Cooperation Projects. From these cooperations, studies focusing on the service in distant areas and the use of renewable sources of energy are developed, resulting in supporting the implementation of pilot projects and publication of guides and technical manuals.

 

Community Production Centers (CCPs)​

Aiming at stimulating the productive use of electric power in the rural communities, we stimulate the creation of Community Production Centers (CCPs)​ that facilitate the production, improvement and trade of local products.
